Mayor & Council
The Kearny Town Council is comprised of a Mayor (two-year term) and six Council members who are elected at large to staggered four-year terms. Elections are strictly non-partisan. The Council serves as the legislative and policy-making body for the town in an effort to meet the needs of the community and plan for future needs in an effective and representative manner.

Appointing of Offices
- The Town Council appoints the Town Manager, Town Clerk, Chief of Police and Town Attorney, as well as the members of the various citizen advisory boards, commissions, and ad-hoc committees.
Meetings
- Town Council Meetings have a regular schedule, meeting every third Monday of the month, unless otherwise published. Meetings are held in the Council Chamber located at 374 Alden Road beginning at 7:00 p.m.
- Any person wishing to address the Town Council on any matter, whether or not it appears on the agenda, may do so under the public communications portion of the agenda. Each individual is required to complete a Request to Speak Form and is allowed three minutes to address the council. No action will be taken on any items not on the agenda.
- All Town Council meetings are open to the public except for Executive Sessions.
Agendas are posted at least 24-hours prior to meetings. Copies are posted at Town Hall, the Post Office, and the town website.

Form of Government
The Town of Kearny operates under the Council-Manager form of government. In a council-manager government, an elected town council serves as the city’s primary legislative body who appoints the Town Manager to oversee day-to-day municipal operations, to draft a budget, and to implement and enforce the council’s policy and legislative initiatives.
Born out of the U.S. progressive reform movement at the turn of the 20th century, the council-manager system was designed to combat corruption and unethical activity in local government by promoting effective management within a transparent, responsive, and accountable structure. Since its establishment, the council-manager form has become the most popular structure of local government in the United States.

All cities in Arizona are required to have a balanced budget where spending cannot exceed available revenues. State law requires that cities in Arizona cap their annual expenditures either by adhering to a limit determined by a formula developed by the State in 1980, or by obtaining voter approval on an alternative expenditure limitation. The State’s formula does not take into consideration the level of services and programs provided to citizens by each city or town. As an alternative to this formula-based limit, the State Constitution allows voters of a municipality to approve a Local Alternative Expenditure Limitation, otherwise known as the Home Rule option. The Home Rule option allows the Town Council to adopt its own budget limits locally based on local needs, service levels, and available resources.
The voters of the Town of Kearny approved the Home Rule option in 2022. Since this issue comes before the voters every four years, the Town of Kearny will vote again in 2026, whether or not to extend Home Rule.

Responsibilities
Mayor Responsibilities
- The Mayor is responsible for presiding over Town Council meetings, representing the Town Council at various business and ceremonial events, and executing all Town ordinances, resolutions, and contracts. The Vice Mayor performs these duties in the Mayor’s absence.
City Council Responsibilities
- As a legislative body, the Town Council is responsible for the enactment of local laws/ordinances, the adoption of the annual town budget and capital improvement program, and the review and adoption of proposed policies, agreements, contracts, and other town business items.
